加强湖南农村社会保障制度建设之我见

社会保障制度在湖南省社会主义新农村建设中发挥了巨大的作用。要进一步建立健全湖南农村社会保障制度，应从四个方面着手：一是大力推进各种形式的农村合作医疗保障制度；二是从经济发达地区突破，开展农村社会养老保障等专项社会保障工作；三是从特殊群体突破，对失地农民和进城农民工进行单项社会保障制度改革试点；四是以政府出资为主，保障资金足额到位。

Views on Strengthening the Systematic Establishment of Hunan Countryside Social Security Measures

The social security system has been playing a tremendous role in the construction of the new socialist countryside in Hunan province.To further establish and improve this system,the followiong four measures should be taken:(1)promote various forms of social security cooperatives,(2) set up and endow insurance program within the cocial security system of economically developed areas,(3)establish an experimental reformation of the social security system for some special populations such as the farmers who have lost their land and those who come to cities as migratory workers,and(4) guarantee the fund mainly with the support of the government.
