冬奥会道路体系建设对京津冀交通一体化格局影响及优化对策

摘    要:京津冀交通一体化是实现京津冀高质量发展的前提和关键支撑。京张冬奥会的筹办在推动跨区域交通基础设施网络的建设完善的同时高效整合了京张冰雪产业优势,为后冬奥时代的京津冀整体要素流动格局产生深远影响。本文应用空间网络分析(Spatial Design Network Analysis, sDNA)和空间统计分析模型,在定量分析冬奥会对京张交通网络通达性综合水平提升程度基础上,系统评估冬奥会道路体系建设对提升京津冀交通一体化格局、促进经济社会协同发展的作用。结果表明冬奥会道路体系建设后区域交通格局得到显著优化,体现在以下几个方面:(1)张北地区交通网络体系得到优化和扩展,形成了以京张铁路为核心的主要交通通道,张家口正式融入首都一小时生活圈,有效改善了京津冀原本较为松散的路网结构。(2)京津冀节点城市功能性增强,衡水市、秦皇岛市、沧州市和张家口市交通通达性显著提升,延庆和张家口市交通中心性地位得到有效抬升。(3)京津冀交通体系重点发展区域由“京石保”向“京唐秦”转移,不断放大并深入到河北腹地,有效推动了京津冀空港、海港、陆港一体化发展及京津冀协同发展进程。进一步的优化对策与建议为:紧密市级与乡镇尺度上的交通联系,提升全局路网通达能力;优化京张交通网络结构,承接“非首都功能”转移,延续冬奥会道路体系综合效益;细化完善冀北、冀南地区交通网络,加强京承、京秦主通道建设等。结果将为科学规划和完善后冬奥时代京津冀交通一体化发展格局提供科学依据和决策参考。

The impact and optimization of the XXIV Olympic Winter Games transportation system construction on the Beijing-Tianjin-Hebei transportation integration

Abstract:Traffic integration is important for the coordinated development of the Beijing-Tianjin-Hebei Region. It can promote the high-quality development of the Beijing-Tianjin-Hebei Region. The preparations for the XXIV Olympic Winter Games have greatly promoted the construction and improvement of the cross-regional transportation infrastructure network between Beijing and Zhangjiakou. It not only integrates the winter sports industry in the Beijing-Zhangjiakou area in the short term but also promotes the resources flow in the Beijing-Tianjin-Hebei region in the post-Winter Olympic era. It also promotes coordinated economic and social development. Spatial design network analysis (sDNA) and spatial statistical analysis models were used to quantitatively analyze the Beijing-Zhangjiakou transportation network during the XXIV Olympic Winter Games. The role of the Winter Olympics transportation system construction in enhancing traffic integration and promoting coordinated economic and social development was systematically evaluated. The results are as follows: (1) Due to the construction of the road system for the XXIV Olympic Winter Games, the transportation network system in the Zhangjiakou-Beijing area has been optimized and expanded, and the main connection channel with the Beijing-Zhangjiakou Railway as the core has been formed, which effectively improved the originally relatively less integrated road network structure of Beijing-Tianjin-Hebei region. Zhangjiakou and Beijing are now within a “one-hour living circle.” (2) The functionality of the Beijing-Tianjin-Hebei node cities was enhanced, the traffic accessibility of Hengshui, Qinhuangdao, Cangzhou, and Zhangjiakou was significantly improved, and the status of Yanqing and Zhangjiakou as transportation centers was effectively elevated. (3) The future network of the Beijing-Tianjin-Hebei transportation system is shifted from "Beijing-Shijiazhuang-Baoding" to "Beijing-Tangshan-Qinhuangdao," promoting the integration of Beijing-Tianjin-Hebei airports, seaports, and land ports, continuously expanding and deepening into the hinterland of Hebei, and further promoting the coordinated development of Beijing-Tianjin-Hebei. Based on the above findings, we further proposed measures to further optimize the transportation network structure: (1) closing the traffic links between cities and towns, and improving the overall road network accessibility; (2) optimizing the Beijing-Zhangjiakou transportation network structure, undertaking the transfer of "non-capital functions," and continuing the comprehensive benefits of the road system for the XXIV Olympic Winter Games; (3) refining and improving the transportation network in northern Hebei and southern Hebei, and strengthening the construction of Beijing-Chengde and Beijing-Qinhuangdao main channels. This research will provide a scientific basis and decision-making reference for the scientific planning and improvement of the Beijing-Tianjin-Hebei transportation integrated development pattern in the post-Winter Olympics Games era.
