进一步深化财政改革的思路与建议

作为超大型发展中国家，中国的发展具有不同于其他国家的特殊性，现代化演进路径也不应该与其他国家雷同。财政改革是国家整体改革的重要突破口，服务国家发展大局。财政改革的立足点在于为国家整体改革布局谋策，推动构建维护国家整体利益、改善普通大众生存与发展状况的国家基础制度框架体系，推进形成符合中国自身国情的发展路径。

Suggestions on Further Deepening of Fiscal Reforms

As a very large developing country, China has developing features that are uniquely different from those of other countries as well as the path of modernization. Fiscal reforms are the crucial break- through point for overall national reform, and serve the big picture of national development. Therefore, fiscal reforms need to stand from the point of figuring out polices for the countries overall reforms, push- ing forward basic framework systems to protect the overall national interest and improve the living stand- ard and development of ordinary people, thus build a new development path which fits China＇ s own na- tional development environment.
