基层邮储银行改革发展中存在的问题及建议

分析了基层邮储银行在改革发展中面临的诸多问题，如：责任权力不相匹配，内部控制薄弱；邮、银协调不顺，风险信息不对称；人员、设备配置不足，业务操作存在风险等等。提出了相关对策建议，如：完善顶层设计，深化管理体制改革；健全风险管控体系，强化内部控制；推动邮银协作，实现责权利对等；找准市场定位，优化网点布局等等。

Problems and Suggestions on the Reform and Development of Postal Savings Bank of China

This paper analyzed various problems existed in the reform and development of the postal savings bank of China, such as unmatched responsibility and power, weak internal control, not smooth coordination of post and bank, asymmetrical risk information, not enough personnel and equipment allocation, high operational risk, etc. We put forward the related suggestions such as improving the top- level design, deepen reform of the management system, perfecting risk control system, strengthening internal control, pushing collaboration, implementing action of responsibility and right equivalence; i- dentifying the market position, and optimizing network layout, etc.
