加快苏州城乡社会保障一体化的思考

如何缩小差距,实现城乡社会保障一体化的目标,是今后苏州社会保障制度建设的重点和发展方向,也是加快苏州工业化、城市化,全面实现小康,率先基本实现现代化的必然要求.苏州城乡社会保障一体化应该分两步走,第一步完善制度,"双轨"运行,为城乡社会保障制度的一体化创造基础和条件;第二步逐步并轨,实现城乡社会保障的一体化.为此,须注意城市社会保障体制、机制及其组织管理的改革、创新、协调、整合、有差别的统一.

On accelerating integration of social insurance between urban and rural areas of Suzhou

Comparing with other rural areas of China,rural social insurance of Suzhou leads the nation and the basic frame of rural social insurance system has been established and plays a part in Suzhou.But comparing with urban social insurance system,there is a great gap.How to narrow the gap and to attain the objective of social insurance integration between urban and rural areas is inevitable requirement for accelerating industrialization and urbanization,for realizing well-off all-round society and for taking the lead to realize modernization.The process of urban and rural social insurance integration of Suzhou should be divided into two steps such as consummation of system and using "two systems" to create basic condition for social insurance system integration between urban and rural areas and gradually using one system to realize urban and rural social insurance integration.This paper gives the related countermeasures for accelerating the process.
