鲜活农产品流通链条中冷库节点及政府支持

在小生产、大流通的格局下,远距离大范围的流通链条,使得鲜活农产品的市场风险与自然风险高度叠加,能够有效改变鲜活农产品自然属性的冷库,已经成为鲜活农产品流通链条中的关键节点。冷库是价格调节、农户定价权、食品安全的关键保证,但我国冷库建设方面存在着数量较少、主体复杂、配置不均、农户缺乏、政府被动等问题。因此,应发挥政府在鲜活农产品冷鲜仓储设施建设中的主导作用,支持农民专业合作社等合作组织的冷鲜仓储设施建设,对农产品冷鲜仓储流通设施建设实行优惠政策。

In the situation of small production and large circulation,market risks and natural risks is in a high degree of overlap in the case that long-distance and wide range circulation chain of fresh agricultural products.Cold storage has become a key node in the chain of fresh agricultural products circulation,because it can effectively change the natural properties of the fresh products.The cold storage is critical to price adjustment,farmers pricing and food safety.But there are some problems in building cold storage,such as the low quantity,the complex main players,the uneven distribution,the lack of farmers and the passive government.So,the government should play the leading role in building the cold storage of fresh agricultural products,give more support to supply and marketing cooperatives and other cooperative organizations to build fresh cold storage facilities,and implement preferential policy on storage facilities of agricultural products circulation.
