| 摘 要： | 水权是水资源管理机制的重要构成部分。在水资源短缺的情况下,建立可交易的水权制度能够提高水资源在不同用水部门或用水地区的配置效率。本文在剖析广东省现行水权制度的基础上,探讨了合理配置水资源的水权制度,提出了建设水市场的建议。

| Abstract: | Water right is a key component of economic mechanism for water resources governance.Under the situation of water scarcity,to build a tradable water right institution can improve water allocation efficiency among various water use sectors or regions.During gradually advancing water market building,it is imperative to prepare relative institutions based on the framework of water right administrative allocation.In the light of analyzing present water right institution in Guangdong province,the arrangement of water right institution for water resources rational allocation is researched,and some suggestions for building water market are presented. |
