| 摘 要： | 随着我国社会主义市场经济体制的逐步形成以及政府职能的转变 ,区域矿产资源规划 (RMRD&UP)已成为各级政府矿产资源管理部门宏观调控的有效手段 ,并提出了新的要求 ;重点从市场经济和区域矿业可持续发展两个层面出发 ,论述优势转化理论及其对区域矿产资源规划的指导作用。

| Abstract: | Regional mineral resources development and utilization plan(RMRD & UP)has been becoming the effective means of macro-control by government departments at different levels since the nineties of the 20th century,with forming progressively of the socialism market economics system and transforming of the government functions.This paper discuss basis of the regional mineral resources development and utilization plan for market economy theory,large coordinate holograpic economic move theory and labor district division of labor theory,to analyze the three large theory to RMRD & UP's guide role,and discuss significantly the theory and practice of advantage transfoming. |
