发展低碳产业政府行为分析

从"低碳经济"一词的出现引申出低碳产业作为新的发展模式。而且不断挖掘在发展低碳产业的进程中政府不可忽视的推动作用,着重从政府行为的责任与压力和政府行为的方式两个方面分析促进低碳产业发展中政府所扮演的角色,提出了中国发展低碳经济过程中政府应积极促进建筑材料市场的低碳化转变,鼓励服务业的低碳化发展,提倡低碳技术与城市交通工具的有效结合等策略。

The article starts from the generation of low-carbon economy,paying much attention on low carbon industry as the new mode of development,in order to make sure the no-ignores role of the government in the process of developing low-carbon industry.The article is divided into two parts that including the responsibility of low-carbon industry and the manner of low-carbon industry,which to emphasize the role of the government.Proposed that during the development of low-carbon economy,the government should actively promote building and materials market turn to low-carbon,encourage the low-carbon development of service of industry,advocate the combination of low-carbon technology and urban traffic.
