Circular Economy, Market Malfunction and the Role of Government

At present, it is difficult to employ market mechanism to effectively distribute resources and coordinate it with environment due to their intrinsic features of being public and external and people's incomprehensive understanding of ecology, which leads to the market malfunction and resulting in the cumulative decline and deterioration of resources and environment. To overcome this problem and promote circular economy, the government must play a great role in guiding, regulating and supervising the economy on the three aspects of policy formulation, organization and operation.
