我国财政支农能力的多角度分析

基于1978~2008年的国家统计数据,从规模、结构两个方面分析了改革开放以来中国的财政支农能力。研究表明,我国财政支农投入总量逐年增加,财政支农能力不足的主要原因在于财政支农规模相对不足以及支农结构不合理,提出应该加大对农业的财政倾斜力度,保持对农业补贴的持续、稳定增长,优化财政支农支出的结构,加强农村基本建设,增强科技支农力度,进一步完善我国的财政支农能力体系的建立。

Multi-angle Analysis of China's Fiscal Ability for Supporting Agriculture
