征收集体土地留用地安置政策实证研究--以福建省福清市为例

征收集体土地留用地安置政策是实行征地制度改革、完善多元保障机制的一种探索。针对当前留用地政策施行中存在的缺陷，探索从制度层面建立和完善留用地政策，确保被征地农民长远生计。通过文献研究法、经验总结法、归纳分析法，调研福清市留用地政策兑现的几种模式，分析其存在的问题和产生的原因，提出完善留用地政策的建议与措施，为推动留用地政策健康施行做有益的尝试。该研究得出，实行留用地政策，探索多元保障方式，可提高被征地村集体和农民利益，完善被征地农民社会保障制度。

An Empirical Study on Settlement Policy of Expropriating the Retained Land of Collective Land--take Fuqing Fujian as example

Purpose of study：settlement policy of expropriating the retained land of collective is a kind of exploration of carrying out the reformation of land system and improving the mechanism of multiple security.When we aim at the defects that exist in the implementation process of the policy of the retained land,it’s very necessary for us to build up and perfect system of retained land in order to ensure farmers’long-term live-hood whose lands are expropriated. Methods of study：document research method,experience summary method and inductive analysis method.Content of study：by investigating several patterns of policy cashing of the retained land in Fuqing and analyzing the problem existed and the reason caused,suggestions and measures of perfecting the policy of retained land should be put forward, and the beneficial attempt should also be done in order to make the policy of retained land put into force healthily.Conclusion of study：to carry out the policy of retained land and to explore the diverse guarantee modes can help improve the interests of the village collective and farmers and better the social security system of farmers whose lands are expropriated.
