湖北省土地资源集约利用效率评价与提升研究

土地资源的集约利用是中国未来经济社会发展的必然选择，提高土地资源集约利用效率的基础性工作是土地资源集约利用效率评价。随着湖北省经济社会的快速发展，其用地矛盾日益凸显。通过构建PSR模型，选取湖北省1996-2011年数据，对湖北省土地资源的集约利用效率进行评价。结果表明：湖北省近十年土地利用集约度虽保持上升趋势，但集约利用程度总体偏低，而且集约变化波动也较大；集约度省域分异和行政区域分异都比较严重；全省用地结构合理性较差。最后从行政制度管理、市场机制完善、土地政策优化、产业结构调整四方面提出应对措施。

Research on Evaluation and Enhancement of Efficiency about Intensive Utilization of Land Resources in Hubei

Intensive utilization of land resources is the essential road to Chinese economic and social development, and efficiency evaluation is the elementary work for enhancing the efficiency of intensive utilization. With the rapid economic and social development of Hubei, its land use is becoming severer and severer. Based on the data of the year of 1996-2011, the efficiency evaluation of intensive utilization of land resources is implemented by building PSR model. Results are evident that the degree of intensive utilization is increasing in recent ten years, but the whole degree is much lower in the middle area with broad fluctuation. The differentiation of intensive degree between provinces is a bit tough. In addition, the structure of land use is improper. Finally, we put forth 4 actions taken from public administration, completing market mechanism, optimizing land policy and adjusting industrial structure.
