城市滨水空间公共性现状与规划思考

改革开放以来,伴随着城市更新改造,滨水空间巨大的经济、社会和生态价值得到人们公认,尤其是滨水空间的经济价值受到各方利益主体的追逐。在滨水空间的开发与再生产过程中,由于现行法律法规对于滨水空间公共性界定与保护存在空白,导致我国城市滨水空间一定程度上存在不断被私有化的危险。通过对南京滨水公共空间现状的反思,认为滨水空间生产应该追求经济效益、社会公平与空间正义三者的平衡,而滨水空间的公共属性需要相应的立法保护与政策支持。因此建议政府出台相应的滨水空间管制措施,保障滨水空间全民所有,发掘滨水公共空间的最大综合价值。
