精英模型公共政策分析中媒体作用的反思

精英理论模型认为,媒体在公共政策自上而下制定过程中发挥着重要作用。由于媒体的社会属性、政治属性和公共属性,媒体在传统公共政策制定中扮演着精英成员和信息传递者的双层角色。现代媒体打破精英理论模型的局限,在公共政策制定中的作用更加多元化,商业属性更加突出,对权威政治操控力减弱,并逐渐走向回归社会责任、体现公民话语权、参与公民治理的发展道路。

An Rethinking of Media Role in the Elite Model of Public Policy Analysis

Elite theory model suggests that the media plays an important role.in the top-down public policy formulation process.Due to the social,political and public attributes,the media in traditional public policy formulation plays roles as both an elite member and an information messenger.Modern media should break the limitation of elite theory model,so that its functions will be more diversified and its commercial properties will be more prominent.As a result,its control over the authoritarian politics will be weakened and instead it will be inclined to adopt a development road reflecting the social responsibility,civic discourse and governance.
