新型城镇化背景下地方政府生态职能探析

新型城镇化与地方政府生态职能的基本价值是耦合的,它们拥有着共同的逻辑起点、实践需求和交互关系机制。但由于治理理念异化、法制不健全及公民意识薄弱等导致二者在实践过程中产生新型城镇化对传统城镇化的纠偏难、生态职能的构建难,以及城镇化与政府职能实现中政府角色定位的错位与偏差等冲突。地方政府唯有通过推进服务型政府转型,树立生态绩效观;统筹协调治理,做好决策部署;完善相关法制,强化监督机制;拓展公民教育,提高生态意识才能实现其生态职能在新型城镇化背景下的协调、实现与强化。

On Ecological Functions of Local Government under the New Urbanization Background

There is a certain degree of coupling between new urbanization and ecological functions of local governments . T hey have a common logical starting point , practical needs and interaction mechanisms . How ever , due to the alienation of governance idea , the incomplete law and the unsubstantial civil aw areness , the conflicts exist such as the difficulty in rectifying traditional urbanization ,the fuzzy ecological functions and the dislocation of government positioning faced with urbanization and realization of government functions .Only promoting the transformation of service‐oriented government ,improving the overall planning and legal system ,and raising ecological awareness will local governments coordinately achieve their ecological functions under the background of new urbanization .
