| 摘 要： | 本文在分析导致公共责任缺失的原因的基础上,尝试性地提出构建我国公共责任型的公共财政运行机制的对策,以期公共财政肩负起公共责任,保障公共资金在阳光下分配与运作,从而最终构建面向公众的公共责任型公共财政。

| Abstract: | This essay analyzes the defection of public accountability in public finance area in China.Firstly,it illustrates current serious situations such as shortage of public investment,lack of public accountability of local public finance,inefficiency of participation and supervision in public finance.Then,it analyzes the reasons which result in the puzzled situation above.Finally,it indicates that how to deal with the issue. |
