论建设工程招投标行为的政府质量监督

建设工程实行招标投标制度是规范建设行为的基本措施,是建设工程施工质量事前控制的关键环节,招投标是通过市场竞争形式确立主体合同关系的重要手段,建设工程质量的实现是建设全过程各主体质量行为和活动结果的总和,招投标行为管理对其形成具有极其重要的作用.政府加强对其过程中的质量监督,是建设工程质量行为监督的重要组成部分.针对我国建设工程招投标现状,从建设工程及其管理的特征分析入手,论述招投标过程与质量形成的关系,揭示政府实施招投标行为监督是建设工程质量政府监督的基本要求和重要措施,分析建设工程招投标活动中质量行为监督的主要内容和作用.

Discussion about Government Quality Supervision on Tender Activities on during the Process of the Biding

To implement the bid system for construction engineering is a basic measure to regulate construction behaviors and also a key step to pre-control over the engineering quality under construction.That the government strengthens supervision over the quality in the course of the bid for construction engineering is a major part of the behavior supervision over it.Bids and tender are the important means establishing bodies' contract relation in the form of market competition.Realizing the quality in construction engineering is the sum total of quality behaviors and their outcome of all bodies during construction.Behaviors' management on the bids and tender is very important for forming quality.based on the present state of the bid for construction engineering in our country,this paper first analyzes the features of construction engineering and its management.Then it discusses the relationship between the bids and tender and quality-formed.And this paper analyzes its main contents and value for behavior supervision,As a result,it reveals that the government's carrying out supervision over the activities of the bids and tender is basic premise and important measures of the government's regulation on the quality in construction engineering.
