| 摘 要： | 高新技术产业开发区的土地利用集约度在初次创业中呈现出了良莠不齐的局面。土地利用的低集约度不仅是开发区的土地利用问题,而且是开发区的整体发展问题。低集约度的高新技术产业开发区的二次创业发展模式,应以土地供给为切入点、以土地集约利用为基础,加强机制建设和环境改造,培育开发区的核心竞争力。
