| 摘 要： | 风险社会理论、制度供给的现状以及实现政治民主的需要为区域环境法制建设提供了社会、经济和政治基础,使其有存在和完善的必要性.而在法制建设的过程中,需要体现对公平正义的核心性价值追求对多元和谐的目的性价值追求和对制度本身的透明民主追求,实现生态法制和阳光法制的理论价值和实践价值,最终实现和谐语境下区域环境法制自身的价值理念,即对公平正义理念的深化和发展,体现人文关怀维度的深化,达到人与自然的和谐可持续发展.

| Abstract: | Risk society theory,actuality of system supply and requirement to realize political democracy offer the social,economic and political basis for regional environment legal system building,make it have the necessity to exist and perfect.However,during system building needs to embody the value pursuit for core of justice,for purpose of multiplicate harmony,for transparent democracy of system,realize theoretical and practical value of ecological and sunny legal system,finally realize the value concept of regional environment legal system under harmonious context,namely,deepen and develop the justice concept,embody the deepening for humanistic care,achieve the harmonious and sustainable development between human and nature. |
