| 摘 要： | 新中国成立60年来,劳动就业平稳地渡过了三次失业高峰。改革开放以来虽然劳动就业取得了举世瞩目的伟大成就,但是,目前仍处于第四次失业高峰中。实现充分就业的途径是实施就业与经济发展交互优先“三步走”的发展战略。

| Abstract: | During the 60 years after New China was founded,we have survived three major unemployment periods peacefully.Although we have made world known achievements in labor employment since the reform and opening policy was adopted,we are faced with the fourth great employment difficulty.In order to realize full employment,we need to adopt the strategy of developing employment and economy alternatively,which contains three steps. |
