Editor＇s first instance is the basic part of the three trial system of university journal,and an important part to ensure the quality.The first instance editors should follow the principles of timeliness,fairness,moderation and flexibility,use the methods of structural analysis,reference check and others to check the applicability,politics,innovation,and regulatory and other aspects so that the editor preliminary work become more scientific and effective and furtherly improve the quality of first instance.
