| 摘 要： | 当前电力无序建设和产能过剩,是由于电力建设企业没有明确的风险责任承担制度引起的,也是由电力建设没有形成有效的竞争机制引起的,这就造成了巨额建设资源的浪费。要克服盲目无序建设造成的资源浪费,应该在电力建设环节建立有效的竞争机制,择优建设,并明确建设风险的承担责任。

| Abstract: | disorderly construction and surplus capacity of electric power at present are caused by undefined risk and reliabil- ity system of power project owner.It is also caused by ineffective competition mechanism in electric power construction, which leads to huge waste of construction resources.To avoid resources waste caused by aimless and disorder construction, effective competition mechanism should be set up in power construction procedures,and best project should selected for construction and reliability should be defined to take construction risk. |
