体制转型中地方政府的经济行为和角色分析

转型期地方政府与经济增长、国家与市场的关系始终是学界讨论的重点问题。不同时期计划经济与市场经济体制下经济增长的方式和动力迥然不同，但两种体制下政府主导型依然是经济增长的主要方式，遵循历史的逻辑和路径依赖仍然延续并将持续存在。而在市场经济日益完善和成熟的今天，转变政府职能，培育新型的市场主导一政府辅助模式成为保持增长的新方向。

Local Government' Economic Behavior and Role Analysis in Institutional Transformation

In institutional transformation, the relationship between the local government and economic growth, the state and the market has always been focus issues discussed by academic. In different period, the planned economy system and the market economy system had different means of economic growth and impetus. While under these two systems, there had the same means of economic growth dominated by government which followed the logic of history and the path dependence will still continue to exist. In the present situation that the market economy has become increasingly consummated and matured, it has become a new direction to keep growing to transform government functions and cultivate new model of market-driven and government assisted.
