黑龙江垦区养老问题的理论思考与政策建议

黑龙江垦区养老问题具有复杂性，应从多个层面、系统地解决该问题。从完善养老保险制度层面，要对制度变迁成本进行分担与化解，并对非正式制度进行引导与推动；从深化政府改革层面，应理顺“条”与“块”的关系，同时，政企分开改革要因时制宜；从开展社区工作层面，要做好老人的卫生、保健工作，要积极组织、帮助老人发挥余热，最关键的是要成立社会保障委员会；从挖掘垦区特殊资源层面着手，既要发动自愿者开展助老活动，又要开展社会捐助工作；从发挥个人的主体性层面，要积极促进个人储蓄养老，增强老人的生活信心。
