摘    要:为了提供一种公正、合理的水利工程总承包模式选择方法,将IFHA直觉模糊混合平均算子引入水利工程总承包模式决策模型,在建立适用于水利工程的选择指标体系和重新对总承包模式进行细分的基础上,利用IFHA直觉模糊混合平均算子确定指标权重,并集结各专家选择判断意见,利用IFWA直觉模糊加权算子集结各备选模式所有指标判断信息,最终得到备选模式综合指标值,确定某特定水利工程适用的总承包模式。经算例分析,验证该模型符合工程实际,且充分削弱了专家主观性影响,保证了判断信息在集结过程中的完整性。

Abstract:To offer an equitable and rational selection method for the general contract mode of water conservancy projects and to promote its application in water conservancy projects, the intuitionistic fuzzy hybrid average(IFHA)operator is introduced into the selection method by considering the great subjective effects on the decision making in the former researches, and it is employed to determine the weights of various indexes and to collect the experts''advices on the basis of the index system applicable to water conservancy projects and subdivision of the general contract mode. The intuitionistic fuzzy weighted average(IFWA)operator is employed to collect the experts''advices on different indexes to get comprehensive index value. Then the general contract mode applicable to the specific water conservancy project is determined by the comprehensive index value. The proposed selection method based on IFHA operator is proved to be consistent with the practical situation, weakens the experts''subjective effects and ensures the integrity of judging information in collecting process through a case study.
