黑龙江流域跨境水电开发的多层次主体协同合作机制研究

摘    要:分析黑龙江(阿穆尔河)流域水资源开发基础和水电开发现状,对该流域跨境水电开发存在的问题进行分析与总结。根据多层次治理理论和协同理论,构建黑龙江流域跨境水电开发多层次主体协同合作机制框架。从战略层面、管理层面、操作层面和环境层面分别提出合作机制,以形成纵向协同和横向协同,使跨境水电开发的主权国家内部和国家之间不同层面之间都能紧密结合。为有效打开中俄黑龙江流域跨境水电开发合作局面提供路径,以期对国际跨境水电开发的合作机制有所完善。

Abstract:The development basis of water resources and the current development situation of hydropower in Heilong River(Amur River)basin are analyzed. The existing problems in the cross-border hydropower development in this basin are analyzed and summarized. According to the multi-level governance theory and the synergy theory, a framework for the cross-border hydropower development collaboration mechanism of multi-level subjects in Heilong River basin is established. The cooperation mechanisms are proposed respectively from the strategic level, management level, operational level and environmental dimension to form longitudinal and transverse synergistic collaboration so that different levels of cross-border hydropower development between sovereign countries and within countries are closely bonded. A path is provided for the effective opening of Sino-Russian cross-border hydropower development cooperation in Heilong River basin so as to improve the cross-border cooperation mechanism of international hydropower development.
