Food safety issues are increasingly concerned by people,which promoting the development of green food industry.With the absolute scarcity of natural resources and the continuous deterioration of ecological environment,the circular economy development model has become the inevitable choice of the development of green food industry.In order to improve the competitive ability of green food industry,regional industrial clusters is an excellent carrier.So,an area which is divided into restricted zone in the main function division layout,in which ecological environment is superior and local characteristic food industry is developing,is suitable for the development of circular green food industrial cluster.This article firstly discusses the impetus factors of creating circular green food industry cluster.Then,by establishing of model,using a variety of game theory methods,the writer analyzes the interest competition between government and enterprises,enterprises and enterprises,and makes the conclusion that impetus from government and influences from leading enterprises are very important for the creation of the cluster.
