基于油气资源开发视角的西部区域经济发展战略设计

我国西部地区是油气资源富集地区，但资源优势未能转化为产业优势，西部地区的经济发展一定程度上呈现出“资源诅咒”特征。作者根据比较优势原理，在分析西部地区资源状况、生产能力和技术水平的基础上，以形成石油天然气产业集群为目标，设计了西部地区经济发展的资源开发利用战略、产业发展战略、区域创新战略以及矿权、税费与用地制度创新战略。

Strategy Design for Economic Development in Western Region --In the Vieue of Oil ＆ Gas Resources Development

The western region of our country is abundant in oil ＆ gas resources, but the resources advantage has not converted to the industrial advantage. The exploitation of oil ＆ gas resources has localized to produce the primary products and has not came into being the patroleum industrial Chain and industrial cluster. On the principle on comparative advantage, on the basis of analysis of resources condition, productivity and technical level in the western region and taking the oil/gas industrial group as the target, the author designs four strategies for the economic development in the western region including the strategy of resources development and utilization, the strategy of industrial development, the strategy of regional innovation and the strategy of system innovation of mine property right, taxation and use of land.
