重庆市在推进三化统筹发展中特别重视实现共同富裕,在制定优惠政策时由面向全社会向中低收入群体转移,工作重心由城市向农村转移,建设内容由注重经济建设转向社会发展,农村工作由侧重面上转向深入农户。从而扭转了较普遍存在的四种倾向:注重工业化和城镇化而忽视农业劳动力的吸纳和转移,注重平均数而忽视平均数掩盖下的不均衡,片面追求GDP而忽视共同富裕,抓三农工作雷声大雨点小。
