我国提高养老保险统筹层次的阻力与策略

由于最初制度设计时的路径选择,我国养老保险的统筹层次偏低,而低层次统筹引发了一系列社会问题,将养老保险统筹层次提高到全国是健全社会保障制度的必然要求。虽然目前我国提高养老保险统筹层次还存在制度上、财政上的阻力,但从客观条件看,中国的财力有能力实现全国统筹。应明确养老保险实现全国统筹的改革目标,划清养老保险机构的责任界限,并改革统筹账户的基金分配办法,调动发达地区参与改革的积极性。

On Resistance and Strategy for China to Raise Overall Plan Level of Endowment Insurance

Because of path selection of initial system design,China＇s overall plan level of endowment insurance is relatively low,the low level overall plan triggers a series of social problems,and it is the necessary requirement for China to raise overall plan level of endowment insurance to national level.Although there is resistance for China to raise overall plan level of endowment insurance in system and finance,the financial ability of China permits to realize nationally overall plan.China should clarify the reform objective for realizing overall national plan of endowment insurance,make a clear distinction between responsibility categories of the agencies for endowment insurance,reform funds allocation method of overall accounts and initiate the activity for participating in the reform in developed areas.
