信任程度、履约文化和农村集体经济

摘    要:信任程度和履约意识属于社会资本范畴,现阶段中国农村存在信任程度缺失和履约意识淡薄的现象。根据案例分析,绩效较好的集体经济一般都是内嵌在较高信任程度和良好履约文化的非正式制度中。在传统乡土社会向现代农村社区转变的制度变迁过程中,信任程度和履约文化等非正式制度是影响中国农村集体经济发展的一个不容忽视的因素。具有一定信任程度的合作经济是农村经济的发展方向,所以培育包含信任程度和履约文化在内的非正式制度作为市场化的“土壤”具有重要现实意义。根据理论分析结论提出三项政策含义:一应促进农村劳动力自由流动,完善人力资本市场激励制度;二应建立农村征信体系,提高诚信收益与违约成本;三应培育农村经济中介和社会中介组织,实现非正式制度的自我传承。

Abstract:At present, China's rural economic system is the combination of collective economy and household production. From the perspective of evolution, the paper studies some specific cases on collective economic institutions and organizations. This paper suggests that low trust degree and weak performance culture are some stylized facts of informal institutions system in China, and they are impeding the development of Chinese rural collective economy. In the process of Chinese countryside economic and social transformation, although cooperative economy system may be our development direction, there is still a long way to improve trust degree and performance culture, and cultivating a marketoriented "soil" may be more pressing. According to theoretical analyses, this paper proposes some policy implications. First, rural labor force should flow freely and human capital market should be perfected for incentive compatibility. Secondly, modem credit rating system should be established in the countryside, for this system can increase sincerity yield and deception cost. Thirdly, rural economic intermediary and social intermediary organization should be cultivated.
