| 摘 要： | 做好农村公益性服务工作，建立新型农村公共服务体系，是“后税改时代”新农村建设的重要内容和目标。必须跳出旧的思维模式和行政管理模式，以农民需求为导向，构建起政府组织、农村社会组织及农民多方协作的新型农村社会公共服务体系，创新农村公共服务的机制和办法，为建设社会主义新农村创建良好的环境。

| Abstract: | Doing well in rural public welfare services and establishing new type of rural public service system are an important content and objectives of the construction of new rural areas in the post time ofThe Tax and Administrative Reform.We have to change the old mode of thinking and administration,establish a new type of farmer's demand-oriented rural public service system,and create new methods of rural public services in order to build up a good environment for the new socialist rural areas. |
