西藏农牧区经济增长对扶贫开发的带动性研究

贫困是困扰我国西藏农牧地区发展的一个长久以来的问题,虽然多年来我国西藏地区的扶贫工作已经取得了很大成效,但是目前贫困人口率仍远远高于国家平均数。西藏农牧区是我国贫困面积最大的区域,且各地区之间发展状况相差较大,也给扶贫工作带来了许多难度。从发展经济学角度分析,经济增长与脱贫工作息息相关,经济增长对于脱贫工作的带动不仅仅在于增长速率,还在于经济发展过程中各项要素的组合利用状况,后者需要立足于当地的社会结构与区域特色,选择适合当地的产业发展模式与经济增长方式。因此,国家提出精准扶贫的概念,要求西藏农牧区根据县域特点因地制宜制定对策。在农业优势区,适宜集中农业化优势发展相关产业,并以工带农,推动农业的产业化发展;在畜牧业集中区,要积极发挥牧民的生产积极性,将牧民生产、企业带动及科技支撑结合起来,建立产、学、研、销一体化的畜牧业产业化模式;在特色资源区域,可以大力发展特色资源生产基地,建立全面有效的特色经济区域管理机制;在交通沿线区域与边境县,应加强基础设施建设,以更好地发挥地理优势。

RESEARCH ON THE ECONOMIC DEVELOPMENT PROMOTING THE POVERTY ALLEVIATIONOF AGRICULTURAL AND PASTORAL AREAS OF TIBET

Poverty is a serious challenge in China's current social and economic development which hampered agri-cultural resource development and affected the social and economic sustainable development in western region,espe-cially in agricultural and pastoral areas of Tibet. Poverty of local areas is still very serious mainly due to three rea-sons:the natural environment, social factors and cultural environment. The natural environment of agricultural and pastoral areas of Tibet is unique, cultural environment is relatively closed, and economic situation is relatively backward. Poverty alleviation in agricultural and pastoral areas of Tibet is lack of direct channels, investment funds and high quality of human resources. This paper suggested that it should coordinate planning, analyze the economic growth and poverty alleviation in the process of mutual interaction from the perspective of economic growth,and pay attention to the promotion of the economic development of agricultural and pastoral areas of Tibet to the poverty alle-viation. Meanwhile, it should take the science and technology as the leading force to improve the infrastructure nec-essary condition, raise the educational level of local people to seize market opportunities,and build the concept of modern market.
