黑龙江统筹城乡发展态势与战略研究

黑龙江省城镇化质量低,城镇居民收入不高,大部分城市缺乏经济发展的活力,一些资源型城市发展后劲不足。作为农业大省,黑龙江农业发展基础较好,农民收入较高,城乡关系正处在"效率优先"向"效率-公平兼顾"的转变阶段。效率在黑龙江省统筹城乡发展过程中是重点,双轮驱动,上下结合,一方面要进一步加强城市建设,提高城市综合带动能力;另一方面发挥农业基础较好的优势,加快农业产业化步伐,促进城乡协调发展。

Study on Situation and Strategy of Balancing Urban and Rural Development in Heilongjiang Province

The urbanization quality and income of urban residents in Heilongjiang province are low. Most cities are lack of economic development energy,especially some resource-based cities. Urban-rural relationship of Heilongjiang province is in the stage of turning to considering both efficiency and fairness. Efforts should be made to strengthen urban construction and enhance urban ability. Meanwhile advantages of good agriculture foundation should be made to promote the industrialized operation of agriculture and promote urban and rural harmonious development.
