中国农地制度的产权特征

中国特有的农地制度是一种“共有私用”的公共产权制度。目前中国农地制度的产权结构是被分割的,农地产权的每个方面(使用权、收益权和处分权)都存在农民以外的其它利益主体。这种特性体现在农地制度的方方面面,比如,土地再分配制度的形成实质上是上述产权框架下的一种有限理性的选择。另外,土地市场的发育不充分、对农地制度绩效的合理评价问题、农户的投入行为等等,都与上述制度框架有直接的关联。
