| 摘 要： | 以2000~2005年云南省会泽县退耕还林工程的实施情况为据,分析评价了该区退耕还林工程的综合成效。结果表明:陡坡耕作减少,生态效益初步显现;退耕补助期内,农户收入普遍增加;但因工程"造血"功能不完善及缺乏规划,农户生计仍受到较大影响。有序规划、稳步推进工程实施,扶持与拓展相关产业,改革与完善林权制度,加大科技投入,加强技术与技能培训等将促使退耕还林的效益得到更大程度地体现。

| Abstract: | Using the data from 2000 to 2005 as samples,this article made an analysis and evaluation of comprehensive effects of returning farmland to forest in Huize County of Yunnan Province.The results showed that steep slope used as cropland reduced and ecological benefit achieved preliminary,during conversion of cropland assistance period,farm household 's income enhance at large,implying an unperfected and emplaning engineering exerts great influence on farmers' livelihood.Some measures would make the engineer's benefits become true,such as the engineer's orderly planning and stable improvement,correlated industry's supporting and developing,reforming and perfecting policy of forest proprietorship,increasing science and technology in products and strengthening skills training. |
