乡村治权与分类治理：农民上访研究的范式转换

学界对农民上访的研究大多基于农民权利意识不断增长这一判断而展开，形成了农民上访研究的维权范式。税费改革后，基层政权弱化而农民上访增多这一现象对维仅范式构成了直接挑战，农民上访研究呼唤一种新的研究范式。本文试图从乡村治权而非农民维权的角度对农民上访进行研究。作者在和平乡的田野调查表明，和平乡30年来农民上访的变迁正是乡村治权逐步弱化的结果，乡村治权的具体体现就是分类治理：当前信访治理的困境是无法对上访者进行定性，信访治理没有原则。政权性质的模糊致使分类治理丧失了原则，而蜕化为纯粹的治理技术，从而出现了“有分类无治理”的治理困境。从这个意义上讲，当前基层政权的社会主义性质应该进一步明确。

Village Administrative Jurisdiction and Assorted Governance:Paradigm Shift in the Study of Farmer Petition
