中国互联网发展水平测度指标体系研究

本文认为,在国家实施以信息化带动工业化战略的背景下,互联网作为信息化发展的龙头,对其进行测度具有十分重要的意义。本文从互联网基础设施、互联网普及、互联网初级应用、互联网高级应用等四个方面选取8个二级指标建立了我国互联网发展水平测度指标体系,并采用层次分析法确定各指标权重,从而为测度我国及各地区互联网发展水平,进而为政府部门制定互联网及信息化发展政策,分析各地区互联网发展差距,提供了一个较为科学的方法。

Research on the Index System for the Measurement of China''''s Internet Development Level

Under the background of using IT to propel industrialization,as the leading role of IT,the internet is of great significance to the measurement.The author chooses eight indices from the aspects of internet foundation,internet popularization,internet elementary use and internet entirety use to measure the internet development based on Ana1ytic Hierarchy Process.The author also set the weight for each index by Analytic Hierarchy Process and provides a comparative scientific method for the measurement of internet development level,the formulation of the policy for the government,and the analysis of internet development gap among different regions.
