| 摘 要： | 本文肯定了在实现耕地总量动态平衡目标中，耕地占补平制度重要意义，提出了在耕地占补平衡实施现状中存在的问题：强调在土地开发整理补充耕地的过程中，应结合各自行政区域的自然地理状况、社会经济状况和生态环境现状以及土地开发整理相关技术规范、规程，建立补充耕地工程质量指标体系；并提出土地开发整理的新思路。

| Abstract: | This text affirms the cultivated land requisition-compensation Balance system important significance on the basis of realizing the goal of total dynamic balance of cultivated land, and put forward the existing problems in the current situation of the cultivated land requisition-compensation balance; emphasizes that while compensating cultivated land by through land consolidation we should combine relevant technical criterion ,rules of land consolidation with each districts natural geography state, social economic situation and the current situation of ecological environment, and set up the project quality index system of complementary cultivated land; and put forward the new thought in land consolidation |
