财政政策取向应由"积极"转向"适中"

我国宏观经济已经稳定进入新一轮上升周期,积极财政政策退出的时机已经成熟。政策调整的实质是从扩张性财政逐步转向平衡性财政,当前可表述为"适中的"财政政策。主要含义包括:大规模减发甚至停发长期建设国债,尽快兑现将其调减至零的承诺;严格控制和逐渐削减财政赤字;调整财政支出结构,合理安排新增支出的方向;不宜过快增加预算内政府投资资金;继续加强税收征管,提高财政资金使用效率。

Financial Policy Should Turn to Be Moderate from Active

Chinese macro-economy has been in another period of stable increase, and it is the proper time for the active financial policy to fade. The essence of policy adjustment is to turn the expansionary policy into balanced policy, and at present, it can be described as moderate financial policy. It mainly contains five parts, to decrease or stop of the national debt, to control over and decrease financial deficit, to adjust financial expenditure, to avoid increasing government investment to fast, to strengthen the tax collection and management and to improve the efficiency of financial capital.
