社会保障政策与就业联动的实证分析

在全面梳理现行社会保障政策的基础上,采用实证分析的方法,对社会保障同就业、失业之间的相关关系进行定量分析,指出现行社会保障政策与促进就业之间的不协调,揭示我国近年来就业增长降低与社会保障费率升高之间的数量联系,进而提出完善社会保障政策设计的建议.

A Positive Analysis on the Interaction of Social Security Policy and Employment

On the basis of reviewing the current social security policy, we make a quantitative analysis of the correlation between social security and employment or unemployment with a positive analysis method. It brings to light the quantitative relation of the rising of social security tax rate and the recent decline in employment elasticity of growth in China. Finally, we conclude that the relation between current social security policy and increasing employment is incongruous, so we suggest some proposals to improve social security policy.
