结合昆明市主城区中水利用综合效益的评估,探讨城市中水回用的发展特点、潜力和对策。首先,回顾昆明城市中水回用的两个明显不同的发展阶段。其次,分析昆明城市中水利用的发展基础、利用水平及影响因素,并定量评估了中水回用的开发潜力及效益。最后,从工程建设、技术与机制创新、法规与政策保障等方面,提出了城市中水开发利用产业化、规范化和规模化建设的对策与建议。

Potential and development strategy of urban reclaimed water: taking Kunming City for example

Taking the main city area of Kunming as an example and emphasizing on assessing the overall benefit of the reuse of reclaimed water,this article examines systematically the feature and the potential of urban reclaimed water exploitation,along with the correlative means and measures of the development programs.Firstly,based on the utilization and the promotion of reclaimed water,this article identifies two markedly dissimilar stages in its development course.Secondly,it preliminarily analyzes the foundation of reclaimed water exploitation,its utilization level and the relevant influencing factors,and presents a quantitative evaluation on the great potential and the prospective benefits of reclaimed water exploitation in Kunming.Finally,it objectively puts forward the means and strategies to promote the large-scale,standardized and industrialized exploitation of reclaimed water from the perspective of engineering construction,technical and institutional innovation,laws,regulations and policies guarantee.
