新疆资源利用、环境保护与经济发展

新疆是我国植被破坏、水土流失、土地荒漠化等环境问题最严重的地区之一,所以在实施西部大开发战略中,一方面需要立足于新疆特色资源和环境,调整产业结构,可持续地利用各种特色资源和环境;另一方面,通过退耕还林还草,实施大规模的生态环境建设和环境综合治理等措施,促进新疆地区经济的可持续发展。本文正是基于新疆资源、环境与经济问题的探讨,寻求新疆资源、环境的可持续利用与经济可持续发展的双赢对策。

Resources Utility, Environmental Protection and Economic Development in Xinjiang

Xinjiang is one of the regions that the most serious environmental issues such as vegetation destruction, soil erosion and desertification can be found. Therefore, in further implementing western development strategy, it is important to readjust industrial structure and make sustained use of kinds of special natural resources and environments based on the characteristics in Xinjiang. On the other hand, it is also important to promote sustainable economical development in Xinjiang by carrying out reconstruction of ecological environment and synthetic control of environment in large scale by changing cultivated land into grassland or forestland. This paper aims to find out a "two-win" tactics between the sustainable use of natural resources and environments and the sustainable economic development in Xinjiang.
