| 摘 要： | 本文从乡镇政府经济职能的视角，对乡镇债务的产生和演进进行了理论和实证分析。研究表明：乡镇政府经济职能错位是乡镇债务产生的根本原因。当前，乡镇债务化解的关键在于锁定存量债务，避免新增债务，而避免乡镇新增债务的关键在于规范乡镇政府的经济职能。
