| 摘 要： | 欧盟认为，在碳限制排放时代，技术的掌握将越来越决定欧盟减排目标的实现，也决定欧洲未来的经济繁荣和竞争力。欧盟致力于引领世界低碳能源技术的发展。本文在总结了欧盟能源技术研发战略，欧盟与能源技术研发相关的计划及其实施的情况。最后分析了欧盟能源技术研发的特点和不足。

| Abstract: | In the view of EU, energy technology is the key element for achieving its emission reduction targets and its prosperity and competitiveness in a carbon constraint century. EU dedicates to lead the world in low carbon energy technology. The paper studies the EU strategies for energy R＆D , the R＆D programmes relevant to energy technology innovation and their implementation and analyzes the characteristic and deficiency of EU energy programmes. |
