欠发达地区“新农保”实施过程中存在的问题及对策——以辽宁省阜新市彰武县为例

我国的农村社会养老保险制度是农村社会保障制度的重要组成部分。2009年开始,新农保试点政策正式实施。辽宁省阜新市彰武县作为经济欠发达地区之一,是新农保试点县。自政策实施以来,取得了良好的成效,也存在一定的问题。文章根据辽宁省彰武县150户农户的问卷调查数据,对数据进行分析和整理,分析新农保政策实施过程中参保情况、筹资机制、管理机制等方面存在的问题,进而分析欠发达地区新农保政策在实施过程中遇到的问题和成因,并针对这些问题提出建议:增强宣传力度,改善参保情况;健全筹资机制,发挥地方财政巨大作用;完善管理机制,规范管理工作。

The Problems and Solutions of New Rural Social Pension Insurance in Less Developed Region ---Takeing Zhangwu as Example

The new rural social pension insurance system is an important part of rural social system. The new rural social pension insurance beginning in 2009. The underdeveloped region, Zhangwu County of Liaoning province Fuxin counties among the first experiment counties. The goal of new farmers＇ insurance has been realized and the achievements have been obtained, but some problems are also prominent. The paper starts with the current situation of new Farmers＇ insurance implementation from the survey data of 150 peasants witch come from Zhangwu, then analysis and presentation data to the analysis of the implement status of the city. From the insurance mechanism, financing mechanisms, and management mechanism, discuss the system of the less developed region and find the reasons for the Problem and proposes suggestions： Strengthen the publicity to improve the situation of coverage; improve the financing mechanisms, give play to the role of local financial giant; improve the management mechanism, standardizing the management.
