国有林区的新探索——清河林业局的改革之路

8年来,黑龙江省清河林业局坚持进行林区经济改革,其阶段性成果:森林资源增加,林区经济增长,林区就业充分,职工收入增加,林区社会发展。清河模式的内涵:政企分离,创新林区行政管理体制、森林资源管理体制、企业制度、劳动分配制度及社会事业经营方式。清河模式的现实意义在于:解决了政企不分、企资不分、企社不分与企业冗员问题。其改经验对国有林区改革有推广和借鉴意义。

New Way of State-owned Forest Areas-On the Reform of Qinghe Forest Bureau

For the eight years, Qinghe Forestry Bureau in Heilongjiang Province has been insisting economic reforms and achieved initial results. Increasing of the forest resources, economic growth of forest area, full employment of forest areas and increasing the income of workers, and forest social development. The Qinghe model, including six reform, separation of enterprises, innovation forest administrative system, the forest resources management system, enterprise system, labor distribution system and cause operational modes. The Qinghe model realistic significance lies in solving the run enterprises, funded enterprises, and between enterprises and enterprise groups, regardless of redundancy. It has the promotion of reference to the reform of state-owned forest areas.
