公立医院聘用人员管理存在的问题及对策建议

摘    要:公立医院聘用人员在提供医疗卫生公共服务方面发挥着越来越大的作用,其管理问题也日益受到重视,其中一些带有普遍性的管理问题如果不解决,将直接影响到医院的社会经济效益和核心竞争力。为此,应该根据国家医疗行政管理部门的相关法规制度和医院实际,对聘用人员管理体制机制进行改革创新,搞好医院人力资源管理规章制度的顶层设计,优化聘用人员薪酬待遇和成长进步环境,探索建立公立医院聘用人员管理的新模式。

Existing Problems and Countermeasures and Suggestions of Contract-based Employee Management in Public Hospitals
Abstract:Contract-based employees of public hospitals have played more and more important roles in pro- viding the medical treatment and public health services. And its management has gradually been emphasized on. If some of the general management problems can not be solved, it will directly influence hospitals' social and economical benefits and core competence. Therefore, according to the law and the experience , it should make reform and innovation of the contract-based employee's management mechanism, do a good job of hospitals' top design of HR management rules and regulations, and also optimize the remuneration and growth environment of contract-based employees, to establish a new model of contract-based employees management in public hospitals .
