城市社区管理和创新需重视解决的若干问题．

社区是社会的基础，是社会管理的重要阵地。党的十七届四中全会以来，各地加强了城市社区建设，开展了以体制机制创新为动力，以加强社团组织和社区工作者队伍建设为基础，以满足社区居民日益增长的物质文化需要为出发点和落脚点的城市社区建设，出现了一批“设施完备、服务优良、环境宜人、社团活跃、管理创新”城市社区。但是，近年来各地在大力加强城市社区管理，取得成绩和经验的同时也存在着困难和问题，必须认真研究、分析和解决。

Community is the foundation of society,and an important social management positions.Since the Fourth Plenary of the seventeenth session of the party,the construction of urban communities takes system innvation as the driving force,team building of community organizations and community as the foundation,the growing material and cultural community needs of residents as the starting point.There has been a number of urban communities with complete facility,excellent service,pleasant environment,rich activity,management innovation.However,in recent years,at the same time,there are difficulties and problems which need careful study,analysis and resolution.
